This case study shows how the Hellenic Red Cross (HRC) turned emergency‑driven CEA practices from the 2015 migration crisis into a long‑term organisational approach. By embedding CEA into policies, training, and feedback systems, HRC entered the Ukraine and Impacted Countries (UCI) response better prepared and more accountable.
